Metering vs. Monitoring - One is Compliant, One is Not!

Accurate electric submetering is not just a best practice—it’s a legal necessity. Overcharging customers for utilities can constitute consumer fraud, exposing your organization, as well as its officers and directors, to significant legal liabilities.

For example, the Texas Administrative Code, Chapter 25 mandates that submeters shall be installed in accordance with the latest edition of ANSI Standard C12. Submeters must also be readily accessible for reading, testing, and inspection, with minimum interference and inconvenience to the tenant. Any metering device not compliant with these rules shall be taken out of service immediately.

Products claiming to have revenue-grade accuracy need to provide certifications from NRTL or local authorities to be considered “legal” for billing purposes. Without this certification, operators risk facing serious consequences for illegally issuing electric bills based on non-compliant products.

When evaluating electrical submetering equipment, always ask if the product is compliant with ANSI C12 standards.
